Description

Ordinance No. 2024-05 amends Section 5.04 of the Town of Orchid Charter to provide that the Town Council shall adopt the annual Town budget by resolution rather than by ordinance. It also confirms that budget amendments changing total appropriations within a fund are to be adopted by resolution. The public purpose of the Ordinance is to streamline and clarify the Town’s annual budget-adoption process, reduce procedural confusion associated with ordinance-reading requirements during budget hearings, and align the Charter with the budgeting approach contemplated by the Town’s Comprehensive Plan.
