Description

Ordinance No. 2026-02, upon adoption, will amend Chapter 2, Administration, of the Town of Orchid Code of Ordinances to update and clarify provisions relating to Town officers, employees, staffing responsibilities, and records management. The Ordinance establishes a new Section 2-1 addressing written job descriptions for Charter Officers and Town employees, periodic review and adjustment of those job descriptions, allocation of duties among staff, and procedures for maintaining Town operations during the temporary or prolonged absence or incapacity of the Town Clerk or Town Manager. It deletes the existing codified Town Clerk job duties in Section 2-21 because the Town Clerk’s powers and duties are now addressed in the Town Charter; renumbers and amends the Town’s records-management provision to use the State terminology “Records Management Liaison Officer” and to clarify coordination concerning the disposition of Town records; and provides that certain duties previously assigned to the Town Clerk by resolution may be performed by the Assistant to the Town Manager unless otherwise expressly required by the Charter, Code, or a future resolution. The public purpose of the Ordinance is to promote the efficient and continuous administration of Town government, clarify staff responsibilities and succession procedures, align the Town Code with the recently amended Town Charter and State records-management terminology, and provide greater flexibility in the allocation of administrative duties while maintaining appropriate Town Council oversight.
