The five volunteer members of the Town Council are elected to four year terms by the resident voters of the Town. If appointed to fill a vacancy on the Council, members finish the term of the individual they were appointed to replace. The Council selects two of its members to serve as Mayor and Vice Mayor, until the next election. The Mayor presides over the meetings of the council, held on the first Wednesday of each month at 9:00 AM (effective 3/20/06), in the Beach Club or Golf Club dining room, depending on availability. Residents and the public are welcome to attend all council meetings. Richard Dunlop, Mayor Richard was first elected to the council in March 2004. He ran unopposed in the 2008 election and retains his seat until 2012. He was elected Mayor by the council on November 3rd, 2004, again on March 20, 2006, and most recently November 2008. Richard also previously served on the Town's Long Term Planning Advisory Committee. Richard and his wife, Kathy, have been residents of the Town since 1998 and live on Indies Drive. Suzanne Joyce, Vice Mayor Sue was elected to the Town Council on March 14, 2006. Her term will expire in March 2010. At the March 20, 2006, Organizational Meeting of the Town Council, she was elected as Vice Mayor by the other members of the Town Council. She will also represent the Town on Indian River County’s North Barrier Island Task Force. During the summer of 2005, Sue served as the Chairperson of the Town Manager Selection Committee. She and her husband, Joe, have been residents of Orchid since 2000.

William H. "Bill" Troxell, Councilmember Bill was elected to the Town Council in the November 2008 municipal election. His term expires in 2012. He has been a member of the Town's Long Term Planning Advisory Committee since April 2004 and has chaired the committee since November 2004. Bill and his wife Bruni have been residents of the Town since 2000 and reside on Orchid Point Way. He moved to Orchid upon his retirement from Procter & Gamble in May 2000. |

Paul Johnson, Councilmember Paul Johnson formerly served the Town of Orchid as a volunteer member of the Long Term Planning Advisory Committee. He was elected to the Town Council for four years at the March 14, 2006, regular municipal election. Paul will represent the Town Council at meetings of the Orchid Island Golf and Beach Club Community Association’s Dune Preservation Committee.

Francis "Bud" Oatway Bud has lived in Orchid since March 2000 with his wife Ann. Bud was elected to the Town Council in March 2006 for a four-year term. He is a Certified Public Accountant and has served on the Town’s Auditor Selection Committee. Bud will represent the Town at meetings of Indian River County’s Land Acquisition and Advisory Committee.
