Town Council

The five volunteer members of the Town Council are elected to four year terms by the resident voters of the Town. If appointed to fill a vacancy on the Council, members finish the term of the individual they were appointed to replace.  The Council selects two of its members to serve as Mayor and Vice Mayor, until the next election. The Mayor presides over the meetings of the council, held on the first Wednesday of each month at 9:00 A.M. in the Beach Club or Golf Club dining room, depending on availability. Residents and the public are welcome to attend all council meetings. Richard Dunlop, Mayor

Richard was first elected to the council in March 2004. He ran unopposed in the 2008 election and retains his seat until 2012. He was elected Mayor by the council on November 3rd, 2004, again on March 20, 2006, again in November 2009, and most recently on November 2, 2010.  Richard serves on the MPO (Metropolitan Planning Organization) representing the Town. He also serves on the Mayors' Roundtable. Richard also previously served on the Town's Long Term Planning Advisory Committee. Richard and his wife, Kathy, have been residents of the Town since 1998 and live on Indies Drive.



Francis "Bud" Oatway, Vice-Mayor

Bud has lived in Orchid since March 2000 with his wife Ann.  Bud was elected to the Town Council in March 2006 for a four-year term and was re-elected November 2, 2010 for another four-year term to expire in 2014. He is a Certified Public Accountant and has served on the Town’s Auditor Selection Committee.  Bud will represent the Town at meetings of TCRPC (Treasure Coast Regional Planning Council).




William H. "Bill" Troxell, Councilmember

Bill was elected to the Town Council in the November 2008 municipal election.  His term expires in 2012.  He has been a member of the Town's Long Term Planning Advisory Committee since April 2004 and has chaired the committee.  Bill will represent the the Town serving on the Beach & Shore Preservation Committee.  Bill and his wife Bruni have been residents of the Town since 2000 and reside on Orchid Point Way.  He moved to Orchid upon his retirement from Procter & Gamble in May 2000.




Paul
Johnson, Councilmember

Paul Johnson formerly served the Town of Orchid as a volunteer member of the Long Term Planning Advisory Committee.  He was elected to the Town Council for four years at the March 14, 2006, regular municipal election and again in November 2010 to serve another four-year term.






Harris F. Webber, Councilmember

Harris and his wife Myra have been residents of Orchid for the past 11 years. His extensive employment history in city government, real estate management, design and development of health care and retirement communities will be a welcome benefit to the Town.  Harris will serve on the TCRLC (Treasure Coast Regional League of Cities) and the Economic Development Council.
